Service Bus pricing

Billing is based on listener unit, which refers to clients that waits and accepts connections from the sender client through the service

Azure Functions pricing
No execution charge is calculated with the premium plan. The Premium plan also bills users according to the total number of cores and memory allocated to you, per second and per instance. There are also two savings plan options ( for a duration of 1 or 3 years) with the Premium Plan. They follow a fixed hourly rate as opposed to a pay-as-you-go pricing model. If your usage is under the fixed hourly rate, you get lower, savings plan prices on the services.
